About the Project Stabilization Agreement

The Los Angeles Unified School District’s construction program is currently one of the largest and most ambitious programs in the nation. We need support from both the local contracting community and the local unions to accomplish our goals of building new schools and improving our existing facilities so as to provide sufficient facilities and technologies to properly educate the children within the District’s boundaries.

As part of our labor plan and strategy, the LAUSD Board of Education entered into the current PSA with the local building and construction unions in 2003. The PSA is intended to ensure labor harmony on our jobsites and provide a uniform labor relations framework for the various trades and unions during the project. Among the goals and objectives of the PSA are to prevent work stoppages or slowdowns, to encourage contracting with small businesses that reflect the diversity of Los Angeles, to hire local workers when possible, to provide a sufficient supply of skilled craft persons and to establish a standardized grievance/dispute resolution procedure(s) when matters do arise.

• Project Stabilization Agreement (Section 8)

  The PSA is a collective bargaining agreement between the Los Angeles Unified School District’s Board of Education and the Los Angeles/Orange Counties Building and Construction Trades Council and Carpenters Union. It establishes labor relations policies and procedures for LAUSD and for the craft employees represented by the Unions.

• Letter of Assent (Section 10, Exhibit A)

  The Letter of Assent is a one-page document that confirms a contractor’s acceptance of the LAUSD PSA on a per contract basis. One Letter of Assent must be executed by a contractor for each PSA-covered LAUSD construction contract where covered work is performed. All contractors and subcontractors of any tier that have been awarded PSA-covered work are bound to the PSA and must execute a Letter of Assent.

• RE: Union Participation, Subscription Agreements, etc. (Section 10, Exhibit B)

  Memorandum to all bidders of LAUSD PSA-covered work ensuring that participation agreements do not commit the covered contractor to obligations beyond those contained in the provisions of the PSA.

  Zip Code List for the Qualification of Core Employees as Local District Residents.

• Pre-Job Conference Form (Section 10, Exhibit D)

  Form to be completed by prime contractor for Pre-Job Conference, to discuss the conditions and details of the project with the appropriate affected union(s) prior to commencting work.

• Standard Step II Grievance Form (Section 10, Exhibit E)

  Complete and submit this form to the PSA Coordinator to request to hold a Step II Meeting.

• Standard Jurisdictional Dispute Reporting Form (Section 10, Exhibit F)

  Complete and submit this form to report a Jurisdictional Dispute, according to the ‘Plan for the Settlement of Jurisdictional Disputes in the Construction Industry’.
