Prequalification of Contractors

• Bidders must be pre-qualified in order to submit a bid for all formal, competitively bid school construction projects.
• Bidders must annually pre-qualify by submitting a completed Prequalification Questionnaire.
• Prequalification requirements include the following:
  • California Contractor's License - Bidders shall have, at the time of submission of the bid, the appropriate license(s) in full force and effect for the work to be performed under the contract.
  • Safety Prequalification Approval - All contractors wishing to bid on formal District construction contracts must complete and submit the Safety Questionnaire included in the District's Prequalification questionnaires (A, B, or C) as part of the prequalification package. Bidders may contact Facilities Construction Contracts at (213) 207-2300 then press 4 to reach the Prequalification Unit for additional information.
  • LAUSD Safety Prequalifications Overview
• Informal Safety Prequalification is required for bidding on INFORMAL "A" and "B" letter contracts, which bid directly to the Local Maintenance & Operations offices. A list of these M&O offices is available in the Construction Bidders' Handbook. The Informal Safety Prequalification Questionnaire must be submitted in order to prequalify to bid on Informal A and B letter contracts.
• Provide bonding by a surety company licensed to do business in California.
• Provide Contactor References and/or current financial statement, as specified in the questionnaire.
• Compliance with District requirements (including the Owner Controlled Insurance Program "OCIP," Project Stabilization Agreement (PSA) for BB Bond funded projects and Prevailing Wage).

• The Pre-qualification Renewal Questionnaire is available for currently Prequalified Construction Contractors wishing to renew!
• Post Construction Evaluations- As part of the final evaluation, OAR's are required to fill out the Performance Evaluation Form and the Safety Evaluation Form on regular construction projects, and on the Job Order Contracts, please complete both the Safety Evaluation and the specific JOC Performance Evaluation Form. Within 30 days of the completion of a District project, submit the completed forms to the FCC office.
