About the Project Stabilization Agreement
As part of our labor plan and strategy, the LAUSD Board of Education entered into the current PSA with the local building and construction
unions in 1999. The PSA is intended to ensure labor harmony on our jobsites and provide a uniform labor relations framework for the various
trades and unions during the project. Among the goals and objectives of the PSA are to prevent work stoppages or slowdowns, to encourage
contracting with small businesses that reflect the diversity of Los Angeles, to hire local workers when possible, to provide a sufficient
supply of skilled craft persons and to establish a standardized grievance/dispute resolution procedure(s) when matters do arise.
LAUSD Commitment to Employing District Residents at our Construction Projects
- PSA covered construction contracts require a minimum of 50 percent of a contractors' workforce by craft reside within the LAUSD Zip Code List.

- When requesting manpower from the union, contractors are required to use the LAUSD Craft Employee Request Form, Click here for a copy.
- All of a contractors' "core employees" as defined in PSA Section 3.6 must reside within the LAUSD general District residency area.
